To start this mission you need to acquire major intel in Caimanes province. You can also unlock this mission by proximity.

1. Destroy the drug sub
Location of the boat.
If you want to avoid shooting, then you should stealth swim directly to the boat, and destroy it with a grenade, e.t.c. You can also use the drone and call the rebel mortar.
2. Mission Complete
The destruction of El Cerebro's submarine is a major blow to the cartel's seaborne smuggling operations, and will help restrict the flow of Santa Blanca cocaine into the US.
After completing Submarine Fleet 2 you will get or will be able to get El Cerebro (1 of 5).
