We can use the feud between El Wey and Bento as leverage to topple the buchon. Obtain some of El Wey's custom shotgun shells, kill Bento, and leave the shells near the body. That should be enough to convince Unidad that El Wey was the killer.
To start this mission you need to acquire major intel in Villa Verde province.

Objectives of Framing El Wey
1. Reach the Villa Verde base
2. Search El Wey's headquarters
The El Wey's headquarters are located in the building shown in the picture below.
3. Pick up one of El Wey's signature shotgun shells
4. Kill Lieutenant Bento
You can use a suppressed weapon and shoot the captain through a hole in the fence when there are no other guards nearby ...
5. Place El Wey's shotgun shell near Bento's body
.. and then quickly go to the corpse, place the shells, and retreat.
6. Mission Complete
Lieutenant Bento has been killed, and enough evidence was left at the scene to frame El Wey for the killing. Once Unidad learns of Bento's death, they are sure to retaliate.
After completing Framing El Wey you will get or will be able to get El Wey (1 of 4).
