The mine manager is in the building with helipad on the roof.
If you are detected, the manager will get to the car and start to run.

Along the way you come across some incoming sicario cars.

Wagner's interrogation revealed some interesting information. Flores and Pulpo both fear and mistrust one another, which creates a situation we can use to our advantage. First, we need more intel on Flores' money laundering operation.
