There are 5 specialists in Hope County. In order to complete this objective, you need to recruit any two of them. In order to recruit a specialist, you need to complete his or her mission.

1. Specialist: Bean - Mission: Losing Streak (Difficulty: I)
2. Specialist: Selene - Mission: Deep Dive (Difficulty: I)
3. Specialist: Grace Armstrong - Mission: Buzz Kill (Difficulty: I)
4. Specialist: Sharky Boshaw - Mission: Adventures in Babysitting (Difficulty: II)
5. Specialist: Nick Rye - Mission: The Great Escape (Difficulty: III)

2. UPGRADE Facilities 0/3

Depending on what you want to upgrade, it will cost you from 75 to 150 Ethanol.

The easiest and the fastest way to get ethanol is to take over the Outposts. Then, once the outpost is yours, you can decide to scavenge it to obtain additional ethanol. You will get extra ethanol if you complete the outpost without triggering an alarm or if you remain undetected. You can also loot supply drops or hijack tanker trucks.

At this point you will only be able to upgrade each facility once, as the next upgrade requires Prosperity level 2.

3. UPGRADE Prosperity to Level 2

Unfortunately, happiness will not last long. You will meet the twins again and it will not be a nice meeting.
