To start this mission you should talk to Kim Rye after you complete Gear Up mission.

To begin Breakout you must first complete Gear Up.
Mission objectives of Breakout
1. REACH the Coal Mine
Note: From now on you can use the map and all other menus.
Go to Blacklung Mine. The mine is located relatively far away but outside Prosperity you should find a quad that will make it easier for you to get there.
2. FIND a Way to enter the Building
Find the key.
3. ENTER the Building and SEARCH for Rush
Enter the building and go down to the undergrounds.
4. REACH Rush’s Position
You will find Rush in the room at the end of the tunnel.
5. ENTER the turret seat
Get into the vehicle.
6. DEFEND Rush
Eliminate the opponents attacking you.
7. ESCORT Rush to Prosperity
At some point Rush will stop the vehicle and get out of it. You take the driver's seat, he will get on the turret. Return to the base.
8. Reward
The reward for completing this mission will be a vehicle - Makeshift Sidecar. You can spawn it in the garage.
After completing Breakout you will get or will be able to get Upgrade Prosperity.
