To begin Recruitment Blues you must first complete Defiance Has Fallen.
Quest stages of Recruitment Blues
1. Take elevator to the top floor
I found a note from a dead Brotherhood of Steel scribe saying I have to make it to the top floor of Fort Defiance. But there's some sort of security in the way.
You cannot use the elevator because the access to it is blocked by a force field.
2. Register for elevator security
Get to the upper floor on foot and find the Brotherhood Personnel Terminal > Register New Personnel.
3. Search for clues to bypass security
The elevator leading to the top floor has top-notch military security. Maybe I can find a clue that will tell me how to beat it.
Find the Squire Evelyn's Journal - Page 16 in a nearby room.
4. Go to Camp McClintock
One Brother managed to bypass the Brotherhood of Steel's security by doing something at Camp McClintock.
Go to Camp McClintock.
5. Complete Basic Training
Camp McClintock is an automated boot camp. The security at Fort Defiance is checking for a military ID, so if I enlist in the US Army, I should be in business.
Complete Back to Basic quest.
6. Get a Government-Issued ID
I completed Basic Training and received my Soldier's Certificate. To get my military ID card I have to make a trip to the DMV at the Charleston Capitol building.
Go to Charleston Capitol Building and enter Charleston Capitol DMV.
Use DMV Application Terminal > Government ID Application (DMV-AT-21C) > Scan Camp McClintock Soldier's Certificate > Enter Your Name > Army Recruit > Vault 76.
7. Turn in ID Application to Department B
Talk to DMV Bot B2. (Tatget bar label says it's DMV Bot C1 - bug?)
Use Number Printer to print your ticket number.
Use DMV Number Terminal > Boot up Department B.
Wait a bit then talk to DMV Bot B2 again.
8. Acquire a postmarked letter in Charleston
In order to get a Government-Isssued ID I have to have proof of residency. I need to grab a piece of post-marked mail in Charleston.
Go outside and find the Junk Mail.
9. Talk to DMV Bot B2
Return to Charleston Capitol DMV and talk to DMV Bot B2 again.
10. Acquire a DMV-AT-21C-V form
The junk mail's address doesn't match what I filled out on my form, so I have to fill out a supplemental form to get my ID card.
Go to Charleston Capitol Courthouse and find Blank DMV-AT-21C-V Forms in its basement.
11. Talk to DMV Bot B2
Return to Charleston Capitol DMV and talk to DMV Bot B2 again.
12. Turn application in to C1
Talk to DMV Bot C1.
Use Number Printer to print your ticket number.
Use DMV Number Terminal > Boot up Department C.
Wait a bit then talk to DMV Bot C1 again.
13. Learn about Error 34B/1
Use DMV Application Terminal > Error Handling > Error 34B/1.
After waiting in another line I learned I need a valid Birth Certificate.
14. Stamp 21C-V with Governor's Seal
Since I don't have a valid Birth Certificate, I have to get my form stamped with the Governor's Seal.
Go to Charleston Capitol Courthouse and find Governor's Seal in its basement.
15. Turn application in to C1
Return to Charleston Capitol DMV and talk to DMV Bot C1 again.
16. Get photograph taken
I've finally jumped through every hoop. Now I just need to get my photo taken and I'll have a valid Military ID Card.
17. Register for the Brotherhood of Steel
Finally, I have a Military ID Card. Now I can get to the top floor of Fort Defiance and find out what the Brotherhood of Steel knew about the Scorchbeasts.
Return to Fort Defiance and use Brotherhood Personnel Terminal on the third floor > Register new personnel > Scan military ID card.
18. Investigate the Brotherhood and Scorchbeasts
You can now use the elevator and go up to the fourth floor.
Find Senior Knight Wilson's Terminal > URGENT: Touchdown Recovery.
After completing Recruitment Blues you will get or will be able to get Belly of the Beast.
