To begin Into the Fire you must first complete An Ounce of Prevention.
Quest stages of Into the Fire
1. Explore the Charleston Fire Department
Go to Charleston Fire Department, find and use Fire Breather Training System terminal > Knowledge Exam > Initiate Knowledge Exam.
2. Join the "Fire Breathers"
Seems the "Fire Breathers," an elite Responders unit, were based in the Charleston Fire Department. Might be worth checking the place out.
3. Pass the Knowledge Exam
Joining the Fire Breathers requires I complete a series of exams, the first being a good, old-fashioned knowledge test. I wonder if I can find the answers around anywhere...
Correct answers are:
- Evacuate as quickly as possible
- A water-soaked rag
- Gently bind the burn with clean bandages
- Retreat immediately
- 1 pt. Purified Water, 2 Ash Rose, 2 Blight, 2 Soot Flower
- Fall back and engage from a distance with firearms
- End his life as mercifully as possible
3.1. (Optional) Search the station for Knowledge Exam study materials
4. Complete the Physical Exam
Knowledge exam complete. Now it's time to take care of the physical exam.
Go to the Charleston Herald building.
Activate the terminal and initiate a physical exam. You will receive a new time limited quest - Runner's High, that you must complete successfully. In case of failure you can repeat this quest many times.

Another exam down! Time to find out what's next. I should access the "Final Exam" entry on the terminal to proceed.
7. Head to the final exam site
Just one more to go. Seems the final step is a practical exam where I'll have to delve into a local mine overrun by Scorched. Oh goody.
Go to the Belching Betty.
8. Collect your kit
I spoke to "Bernie," the final exam proctor, who gave me a ticket to collect the equipment I'll need for the test.
You will receive Fire Breather Uniform and Fire Breather Helmet. Put them on to avoid environmental damage in the mine. You will also receive Anti-Scorched Training Pistol and some ammo that will be effective against enemies in the mine.
9. Listen to the "Fire Breathers Final Exam Briefing" holotape
I received my equipment along with a holotape I need to listen to before beginning the final exam.
10. Activate the emergency beacon
I listened to the tape provided by Bernie. Mine full of Scorched, go to the bottom, hit the emergency beacon, come back up. All without getting eaten.
Enter the mine and use the terminal to open the door leading to the rest of the mine. The emergency beacon is located at the end of the mine. Two tunnels lead to it.
Along the way you will have to kill quite a lot of scorched enemies.
11. Return to Bernie
I activated the emergency beacon. Now I just need to make it back out of the mine safely.
When you activate the button an opponent will appear, which will be much stronger than you. It's best to flee the other way and leave the mine.
12. Register with the Fire Breather's computer system
I made it out of the mine alive, completing the Fire Breather's final exam! I've now got to head back to the Charleston Fire Department to register myself.
Return to the Charleston Fire Department and activate the Fire Breathers Master Terminal.
13. Listen to the priority message
It sounds like there's an outstanding message from Hank Madigan, the Fire Breather's lieutenant. I should head into the dispatch room to give it a listen.
