This quest can only be obtained if you killed Saheila in Fort Joy. If not, then you will get the The Elven Seer quest. To start it you should talk to Tovah in the Elven Camp.
We've discovered that the elves want the flesh of Roost Anlon - the leader of a band of Lone Wolf mercenaries that are holed up in the nearby Sawmill. From his flesh, they hope to discover who ordered the death of Saheila, the elven Scion. Perhaps they will let us help them.
Quest stages of Vengeance for the Fallen
1. Agreed Avenge
We've agreed to help the elves.
2. Told Killed Saheila
We confessed that we killed Saheila.
3. Roost Dead
Roost is dead. Now we must bring some of his flesh to the elves.
4. Enter Sawmill
We have entered the mill. Now we have to find Roost...
5. Got Hand
We have Roost's severed hand.
6. Ate Hand Not Elf
One of us ate Roost's hand.
7. Ate Hand Elf
We ate Roost's hand and witnessed his memory of receiving the contract on Saheila's life from a hooded figure seemingly from the Ancient Empire.
8. Informed Tovah
We told Tovah what we learned about Saheila's murder.
9. Delivered Hand
We brought Roost's severed hand to Tovah.
10. Roost Trap
It seems that Roost was prepared for our arrival and laid a trap.
11. Persuaded Let Help
We convinced Tovah to allow us to help the elves.
12. Persuaded Let Stay
We were allowed to stay at the elven encampment, after some persuading.
13. Tovah Dead
Tovah, the leader of the elves at the encampment, is dead.
14. Close Left R C
We departed from Reaper's Coast without resolving the happenings near Cullwood Mill.
