This quest will be added to your journal when you approach and talk to Magisters (lvl 13) standing in front of the burning house.
We came across some Magisters using bombs to try and flush out a man from his house in the Blackpits. They claim he is a Sourcerer who has killed some of their comrades.

1. Take Over
Persuasion check.
We convinced the Magisters to let us intervene.

We made it into the cellar of the house - it seems that there's someone down here.
4. Cellar
Talk to Owin Anchoret.
We spoke to the man. He told us that he's no Sourcerer, and that he only killed a Magister in order to defend his home.
4.1. Unarmed
We convinced the man to leave his house unarmed.
4.2. Armed
We convinced the man to leave his house - but he refused to relinquish his weapon.
5. Outside
Magisters will try to kill Owin. You can help him, Magisters or do nothing.
5.1. End Man
Help Owin and kill Magisters. Talk to Owin one more time.
The man has survived his encounter with the Magisters, but his home hasn't fared as well.
5.2. Man Dead
Let Magisters kill Owin.
The man is dead.
5.2.1. End Magister
Talk to Magisters.
The man is dead. Another victim of Magister justice.
6. Region End
We departed from Reaper's Coast without resolving the matter.
