To begin The Wolf of Sparta you must first complete The Final Push.

Objectives of The Wolf of Sparta

Now you have to choose:

You can kill Nikolaos - I've come to take my revenge.

... or spare him - I've come to get answers.

If you have killed Nikolaos, you will also have to defeat Stentor.

Rewards: Legendary XP, Nikolaos's Sword (Legendary Sword), The Wolf's Helm (Quest Item)

After completing The Wolf of Sparta you will get or will be able to get Onwards to Phokis.
